Who they are
Batroc is the professional the franchise keeps hiring: no ideology, no speeches, an excellent fight scene. The Winter Soldier gives him a shipping lane and a knife; The Falcon and the Winter Soldier gives him a helicopter over Tunisia and, later, a much worse employer than either.
