Who they are

Rejected by every recruiting office in New York until Erskine's serum made him the only super-soldier the programme ever produced. Frozen in 1945, thawed seventy years later into a world that had moved on without him. What survives both is the refusal to look away from a fight he thinks is wrong.

From the comics

He has died before, and it stuck for two years

Steve is shot on the courthouse steps after surrendering at the end of Civil War, and Bucky carries the shield for the next two years of publication. The films borrow the succession beat but hand it to Sam.

Captain America vol. 5 #25 (2007), Ed Brubaker and Steve Epting

Secret Empire

A cosmic-cube rewrite makes Steve Rogers a lifelong HYDRA sleeper agent who takes over the United States. Enormously contentious at the time, and the reason "Hail HYDRA" reads as a loaded phrase to comics readers in a way it does not on screen.

Secret Empire #0–10 (2017), Nick Spencer and Steve McNiven

Where this might be going

Guesses, not canon — reasoning from the comics and from what the films have already set up. None of it has happened on screen.

The oldest man in the world has one more scene in him

Plausible

Chris Evans is listed on both remaining Avengers films as Steve Rogers rather than as a variant, though the studio has confirmed nothing. Whether that is the elderly Steve from the bench, a timeline where he never got it, or a fake-out is entirely unknown — but the credit is not for Johnny Storm, which rules out the most obvious dodge.
