Who they are

Vanko is the only person in Iron Man 2 who understands the technology as well as Tony Stark does, and he spends the film demonstrating it with a car battery and a soldering iron. The character's real function is to say out loud that the Stark fortune has a co-author nobody credited, which is a charge the film never actually rebuts.
