What it is
Everett Ross is the agency's face for two Black Panther films, a decent man in a dubious institution; Wakanda Forever installs Valentina Allegra de Fontaine as director above him and Thunderbolts* shows what she does with the budget. O.X.E. is her deniable off-books arm — the vault, the assets, the people she intends to erase.
