What it is
The organisation this whole app is named after. Its entire premise — that there is one correct order of events and everything else must be cut — is the argument the app's two orderings are having in miniature.

From the comics
The TVA is a Walt Simonson joke
In print the Time Variance Authority is a satire of bureaucracy staffed by identical clerks called Mobius M. Mobius, all drawn to look like the comics editor Mark Gruenwald. The series keeps the name, the clerks and the joke, and adds an actual theology to it.

Where this might be going
Guesses, not canon — reasoning from the comics and from what the films have already set up. None of it has happened on screen.
An organisation built to prevent exactly what is coming
Long shotLoki holding the branches open by hand is a solution with an obvious failure mode. If the multiverse is going to collapse into a Battleworld, the thing standing between it and that collapse is one man on a chair — which is either the whole point or a thread nobody picks up.
