Who they are
In the comics the Surfer is Norrin Radd and Shalla-Bal is the woman he left behind on Zenn-La; First Steps gives her the board instead, and the same bargain — her world spared in exchange for finding others. She is the film's conscience arriving from the wrong direction: a person who made Reed's impossible choice already, and lived with it.

She was the one left behind
In print Shalla-Bal is Norrin Radd's love on Zenn-La, and the reason he becomes the herald: Galactus spares their planet in exchange for his service. The film hands her his board and his bargain, and keeps the shape of the story.
