The place itself
A city relocated to the lunar surface centuries ago to keep its people out of humanity's reach, sealed under an environmental barrier and running on a genetic caste system decided at a single ceremony. Space is finite, the atmosphere is manufactured, and the mines that keep both going are staffed by whoever Terrigenesis gave nothing to. It is a utopia with a service floor.
