Who they are

Sergeant of the Howling Commandos, presumed dead in 1945, recovered and rebuilt by HYDRA into an asset with no memory between assignments. Everything after Wakanda is the slow work of separating what he did from what was done to him — the amends list, the therapy, and eventually a seat in government.

From the comics

Bucky stayed dead for forty years

Bucky's death was one of the few in Marvel comics treated as permanent, right up until Brubaker brought him back as a Soviet asset. The Winter Soldier is a genuinely recent invention — the films adapted it within a decade of publication.

Captain America vol. 5 #1–9, #11–14 (2005), Ed Brubaker and Steve Epting
