What it is
The Avengers Initiative starts as a list of people Fury thought were too dangerous to leave unsupervised. It becomes a team in 2012, a liability in 2015, a legal problem in 2016, and a memory in 2018. What actually assembles in 2023 is not the Initiative — it's everyone the Initiative eventually touched.

From the comics
The original five were different
Ant-Man, the Wasp, Hulk, Thor and Iron Man, assembled by a Loki scheme that backfired. Captain America is not a founder — he is found in an iceberg four issues later, and Hulk quits almost immediately.
