What happened
The genuinely good film-argument of the MCU: Tony, who has caused two of these disasters, wants oversight; Steve, who watched the oversight body turn out to be HYDRA, does not. Neither is wrong, and the film knows it — which is why the thing that actually breaks them is not the treaty at all, but a tape from 1991.
