The place itself
Cornell Stokes's club, and the closest thing Luke Cage has to a throne room: whoever owns Harlem's Paradise is running Harlem, and the series keeps handing it to someone new. Every episode books a real act on its stage, which does more to put the show in a city than any establishing shot.
