The place itself
Where the serum was made, where the Accords were fought over, and where a disproportionate amount of the property damage happens. The MCU's America is a place of institutions that keep turning out to be compromised — the SSR becomes S.H.I.E.L.D. becomes HYDRA, the Army keeps trying to build its own Hulk — and the running argument of the Captain America films is whether any of them deserve the shield.
