Who they are

A career intelligence officer who looked at a world with a Hulk in it and concluded the only workable response was a list of people too dangerous to leave unsupervised. Fury lies to everyone on principle, including the Avengers, and is right often enough to keep getting away with it — until Secret Invasion shows what the Skrulls he promised a homeworld and never went back for have been doing in the meantime.
