What it is
Peggy Carter and Howard Stark build S.H.I.E.L.D. out of the SSR, and in doing so import Operation Paperclip's scientists — Arnim Zola among them. HYDRA grows inside it for seventy years. The 2014 dump exposes everything, which is both the correct call and the reason a lot of people die.

From the comics
It was an acronym twice over
Supreme Headquarters, International Espionage, Law-Enforcement Division — a Cold War spy-fi outfit with flying cars, created the same year as the Bond films' peak. "Strategic Homeland Intervention, Enforcement and Logistics Division" was coined for Iron Man in 2008, and the comics adopted the film's version afterwards.
